Reduce and prevent members losses through the establishment and implementation of loss control policies, procedures and practices.
- Sponsor twenty (20) training seminars related to losses and/or areas of concern. Continue to expand OSHA training by obtaining the services of professional OSHA trainers.
- Encourage members to attend at least ten (10) hours of MVRMA-sponsored training annually.
- Develop a MVRMA orientation for new department heads to educate them on the importance of loss control and safety.
- Continue coordination of training efforts with MVCC, CLG, the Local Technical Assistance Program (LTAP), PERRP, OBWC and others in order to provide the most diverse yet economical training program.
- Conduct a minimum of two (2) pre-scheduled "Site Visits" to each member and 40 site visits pool-wide. Site visits shall include, at a minimum, a Claims Site Visit and a SPEC Site Visit.
- Review and update the SPEC audit process.
- Provide a follow-up to all members after the SPEC audit summarizing the Loss Control Manager’s concerns, and include model policies when appropriate.
- Develop the annual 5-year loss to premium ratio report by jurisdiction. Schedule site visits for those cities with a ratio greater than 60%. Prior to the site visits, prepare an analysis that details losses by type, frequency and department to pinpoint possible trends and the correlation (or lack thereof) between claims and their cause.
- Provide for a loss control “Needs Assessment” for each new member that joins MVRMA.
- Continue efforts to train MVRMA Board Members in the basics of risk management and pooling by sending four Board members (in addition to the Board President) to PRIMA or AGRIP-sponsored Trustees Seminars annually.
- Provide on-site job analysis and operational loss control analysis within municipal departments as requested.
- Continue training for employment practices liability to include Sexual Harassment, Legal and Effective Employment Terminations, Legal and Effective Performance Evaluations and Workplace Violence.
- Plan and facilitate eight driver training sessions including the scheduling of instructors and arranging of site locations.
- Identify the most significant areas of claims activity based on frequency and severity and provide loss control training in those areas.
- Meet with representatives from each city's safety committee to discuss mutual concerns and problems and develop possible training solutions.
- Continue to offer an Administrative Assistants Training and Supervisory Training annually.
Provide professional risk management support, services, and training utilizing a variety of resources, including staff and outside consultants.
Provide stable insurance protection at predictable and competitive cost levels by developing sufficient financial reserves and/or purchasing reasonably-priced insurance products.
- Conduct an independent financial audit and secure a "clean" auditing opinion.
- Conduct an independent actuarial study of loss reserves and secure a reserve adequacy opinion.
- Conduct a loss funding study to determine the appropriate funding level for the upcoming year's loss fund and to determine the most financially advantageous SIR for the association.
- Conduct an annual coverage review with assistance from the Brokers to ensure that gaps in coverage are recognized and, where possible, minimized. Provide a report of this review to the Board.
- Conduct a Claims Audit.
- Evaluate the investment results of our independent investment advisor Bond-Tech and review our Cash and Investment Policy.
- Review and update the liability coverage document.
- Renew broker agreement that expires 6/30/2010.
- Implement mandatory reporting as required under the Medicare Secondary Payer Act.
Recognize the efforts of municipalities, departments, and employees for excellence or innovation in their risk management programs and activities.
- Provide a departmental plaque and individual certificates as well as an awards breakfast or other celebration to members of award winning departments and individual certificates as well as breakfast or other celebration to members of zero-loss departments. (Winning or zero-loss departments may choose to receive $250 toward any safety related training that would benefit the department in lieu of the breakfast or other celebration.)
- Recognize member cities that receive the Award of Excellence in the August issue of Risky Business.
- Initiate the Public Risk Achievement Awards as part of the overall Safety Awards Program.
- Continue to provide awards for "Most Improved" and "Best Overall" as part of the SPEC program.
Provide leadership by acting as an informational conduit in matters relating to risk management.
- Survey the use of the MVRMA Multi-media Library and purchase additional DVDs to supplement the existing library. Review existing media and purchase updated replacement DVDs as necessary.
- Publish four (4) issues of Risky Business.
- Develop a process for member-driven and created content in Risky Business.
- Include articles/reminders in Risky Business to encourage use of the PRIMA Cybrary.
- Annually, include an article about MVRMA's Multi-media library and reference the updated catalog in Risky Business.
- Continue to improve electronic communication of the Board agenda, policies and procedures, Handbook updates, etc.
- Create a best practices library that is available on-line.
- Strongly encourage at least one member from each jurisdiction to serve on a committee and be actively involved in MVRMA.
- Promote member to member discussion during Board meetings.
- Evaluate website content, design and organization and encourage its use.
Facilitate cooperative ventures related to risk management activities.
- Annually update the individual appraisals for all MVRMA buildings and contents.
- Provide new members with a comprehensive building appraisal (including contents), for structures valued in excess of $50,000, within twelve (12) months of their date of admission into MVRMA.
- Continue to sponsor a Workers' Compensation Group Rating Program for the benefit of MVRMA members who wish to participate in this program.
- Provide special event coverage as a pass through cost for member sponsored events.
- Survey members for information as requested by other members.
- Create a process for sharing information and survey results with the MVRMA membership.
GOAL STATEMENT #7:
Selectively expand membership to include professionally managed municipalities compatible with the existing membership.
- Maximize the Association’s visibility by sponsoring staff’s attendance at meetings of various professional organizations which share common interests with MVRMA and its member cities.
- Revisit membership criteria.
- Update the Approved List for potential MVRMA member communities.
- On a case-by-case basis, present data on new cities to the Membership & Marketing Committee to consider for inclusion on MVRMA’s Approved List for marketing purposes.
Provide educational and promotional information to enhance the publics understanding of MVRMA and field of risk management.
- Prepare an Annual Report.
- Prepare a formal CAFR.
- Provide marketing information to council members as requested.
- Submit AGRIP Advisory Standards application for renewal of recognition.
- Conduct a Strategic Planning Retreat biennially. The next retreat will be held in 2011.
- Publish four (4) issues of Risky Business.
- Make informational and awards presentations to member city councils as requested.
- Schedule regional presentations of MVRMA's power point presentation as requested.
- Executive Director will meet biennially with member CEOs.
