Reduce and prevent members losses through the establishment and implementation of loss control policies, procedures and practices.
- Sponsor twenty (20) training seminars related to losses and/or areas of concern as indicated in the 2006 Training Evaluations and Training Subcommittee. Continue to expand OSHA training by obtaining the services of professional OSHA trainers.
- Continue coordination of training efforts with MVCC, CLG, the Local Technical Assistance Program (LTAP), PERRP, OBWC and others in order to provide the most diverse yet economical training program.
- Conduct a minimum of two (2) pre-scheduled "Site Visits" to each member and 40 site visits pool-wide. Site visits shall include, at a minimum, a Claims Site Visit and a SPEC Site Visit.
- Provide a follow-up to all members after the SPEC audit summarizing the Loss Control Manager’s concerns, and include model policies when appropriate.
- Provide additional assistance to members that do not meet "expected" loss control standards. Compile information that provides data and claims analysis (by jurisdiction) on the portion of premium contributions to loss fund as a percent of payouts, frequency of claims, trends regarding what has driven the number of claims and the correlation (or lack thereof) between claims and the cause of claims.
- Provide for a loss control “Needs Assessment” for each new member that joins MVRMA.
- Continue efforts to train MVRMA Board Members in the basics of risk management and pooling by sending four Board members (in addition to the Board President) to PRIMA or AGRIP-sponsored Trustees Seminars annually.
- Provide on-site job analysis and operational loss control analysis within municipal departments as requested.
- Continue training for employment practices liability to include Sexual Harassment, Legal and Effective Employment Terminations, Legal and Effective Performance Evaluations and Workplace Violence.
- Plan and facilitate eight NAPD driver training sessions on a quarterly basis including the scheduling of instructors and arranging of site locations.
- Identify the most significant areas of claims activity based on frequency and severity and provide loss control training in those areas.
- Invite representatives from each safety committee to an informal luncheon meeting where mutual concerns and problems can be discussed and possible training solutions can be developed.
- Review policies and procedures in MVRMA Handbook and update as necessary.
Provide professional risk management support, services, and training utilizing a variety of resources, including staff and outside consultants.
Provide stable insurance protection at predictable and competitive cost levels by developing sufficient financial reserves and/or purchasing reasonably-priced insurance products.
- Conduct an independent financial audit and secure a "clean" auditing opinion.
- Conduct an independent actuarial study of loss reserves and secure a reserve adequacy opinion.
- Conduct a loss funding study to determine the appropriate funding level for the upcoming year's loss fund and to determine the most financially advantageous SIR for the association.
- Conduct an annual coverage review with assistance from the Brokers to ensure that gaps in coverage are recognized and, where possible, minimized. Provide a report of this review to the Board.
- Evaluate the investment results of our independent investment advisor Bond-Tech.
- Review and update the liability coverage document.
Recognize the efforts of municipalities, departments, and employees for excellence or innovation in their risk management programs and activities.
- Provide a departmental plaque and individual certificates as well as an awards breakfast or other celebration to members of award winning departments and individual certificates as well as breakfast or other celebration to members of zero-loss departments. (Winning or zero-loss departments may choose to receive $250 toward any safety related training that would benefit the department in lieu of the breakfast or other celebration.)
- Recognize member cities that receive the Award of Excellence in the August issue of Risky Business.
- Provide recognition for the member or members who develop a special achievement program or activity related to risk management, safety or loss prevention.
- Continue to provide awards for "Most Improved" and "Best Overall" as part of the SPEC program.
- Encourage the sharing of effective loss control measures through Risky Business articles submitted by MVRMA members.
Provide leadership by acting as an informational conduit in matters relating to risk management.
- Survey the use of the MVRMA Video Library and purchase additional videos to supplement the existing library. Review existing videos and purchase updated replacement videos as necessary.
- Survey the members to find out how many have DVD players to determine the feasibility of switching to the DVD format for training videos (DVDs would be easier and cheaper to mail and have a longer shelf life).
- Publish six (6) issues of Risky Business.
- Provide the members with updates of PRIMA Facts to encourage greater use of this resource.
- Annually, include an article about MVRMA's video library and an updated video catalog in Risky Business.
- Act as a conduit between members and third party administrators to improve communication.
- Strongly encourage at least one member from each jurisdiction to serve on a committee and be actively involved in MVRMA.
- Investigate the availability and potential use of on-line training for members' risk management needs.
Facilitate cooperative ventures related to risk management activities.
- Annually update the individual appraisals for all MVRMA buildings and contents.
- Work with the appraisers at Alliant to develop more accurate contents values for the buildings previously appraised by Marshall & Stevens.
- Provide new members with a comprehensive building appraisal (including contents), for structures valued in excess of $50,000, within twelve (12) months of their date of admission into MVRMA.
- Continue to sponsor a Workers' Compensation Group Rating Program for the benefit of MVRMA members who wish to participate in this program.
GOAL STATEMENT #7:
Selectively expand membership to include professionally managed municipalities compatible with the existing membership.
- Maximize the Association’s visibility by sponsoring staff’s attendance at meetings of various professional organizations which share common interests with MVRMA and its member cities.
- Continue to communicate with the CORMA members to determine their interest in joining MVRMA.
- On a case-by-case basis, present data on new cities or villages to the Membership & Marketing Committee to consider for inclusion on MVRMA’s Approved List for marketing purposes.
Provide educational and promotional information to enhance the publics understanding of MVRMA and field of risk management.
- Prepare an Annual Report.
- Prepare a formal CAFR.
- Provide marketing information to council members as requested.
- Conduct a membership satisfaction survey.
- Publish six (6) issues of Risky Business.
- Make informational and awards presentations to member city councils as requested.
- Schedule regional presentations of MVRMA's power point presentation.
